Resumen:

"A social system can be considered as distributed by its very nature. Social communication among humans can be expected to be reflexive. Thus, this system contains uncertainty and the uncertainty is provided with meaning. This dual-layeredness enables the network to organize itself ("autopoietically") into an anticipatory mode. The extent to which anticipatory functions have been developed can be observed, notably in the case of intentional constructions of reflexive layers of organization. In this study, the "Self-Organization of the European Information Society" is analyzed from this angle. Using empirical data, I argue that the increasing unification in representations at the European level allows for another differentiation in terms of the substantive communications that are represented. Insofar as the reflexive layers are differently codified, the anticipatory functions of the system can be strengthened."

The potential of bibliometric analysis beyond impact factors is noted. A variation of journal impact factors, based on wider time windows, and the construction of impact factors for journals not listed in the Journal Citation Reports is commentated."

Resumen:

"Scientific literature is expected to contain a body of knowledge that can be indexed and retrieved using references and citations. References are subtexts which refer to a supertext, that is, the body of scientific literature. The Science Citation Index has provided an electronic representation of science at the supertextual level by aggregating the subtextual citations. As the supertext, however, becomes independently available in virtual reality (as a "hypertext"), subtext and supertext become increasingly different contexts. The dynamics of hyperlinks are expected to feedback on the system of indexing, referencing, and retrieval at the level of research practices. References can be considered as part of the retention mechanism of this evolving system of scientific communication, and citations are a codified form of referencing."
